Hide elasticsearch namespaces and projects when too many

What does this MR do?

Hide all the namespaces where Elasticsearch is enabled if there are too many of them. This is again is a step towards #33681 (closed) as this UI will not handle thousands of groups so we'll need to manage them via an API that deals in percentages which is yet to be built.
