Update workspaces docs for User Namespaces setting
What does this MR do and why?
- Support for user namespaces was added in 17.4 through Sudo access in a workspace (&13983 - closed) .
- However, it had a logical issue which was fixed in 18.6 through Workspaces: Negate the `hostUsers` boolean (!211474 - merged)
- Given the current status of development in Workspaces, instead of backporting this, I recommend we update the release date for this feature.
