What does this MR do and why?

With Remove dora_metrics_dashboard feature flag (!211196 - merged) DORA metrics charts are now part of analytics dashboards.

This MR:

  • Removes references to the legacy CI/CD analytics charts
  • Relocates shared utils that are still in use

Note: Remove old CI/CD Analytics code (!213107 - merged) will be the final MR to remove the dead code
