Remove legacy triggers and add not-null constraint

What does this MR do?

It will add a post-migration to delete all legacy triggers which has no owner_id.

It also adds NOT NULL constraint to owner_id column of ci_triggers.

In previous MR, we've decided to delete all legacy triggers before completing !20715 (closed), because it will be easier to do so.
