Backport of Update Jira integration to use token-based pagination and Support Jira Cloud and Server issue fetching

What does this MR do and why?

This MR is for backporing this 2 MRs(!206815 (merged), !208859 (merged)) into 18.4.

We created one backport MR for both original MRs as the one MR depends on the other.
