What does this MR do and why?

References

It was mentioned in (slack internal link) that this file was outdated in regards to Vue 3. I've tried to edit it in a way where the SSOT becomes the main Vue 3 epic whilst keeping the high-level issues in here.

I'm not sure where this document is used.
