A bunch of import improvements

What does this MR do?

1. Disables keep around creation when importing,
2. Disables etag cache invalidation when importing,
3. Accepts instead of overwriting line_code and position when importing.

This removes redundant operations that are increasing pressure on Gitaly, but are already precalculated.
