What does this MR do and why?
Lock wiki sidebar on left side
This commit refactors the wiki sidebar experience so it's locked on the left side regardless of the chosen layout.
It also improves the expand/close transition and fixes an unnecessary sidebar flicker on page load

How to set up and validate locally
- Open or create a wiki page
- interact with the sidebar
- resize your screen to interact with the sidebar again
- toggle new and old UI and perform steps 2-3 again
- try to find edge cases with the wiki sidebar (long pages, content overflow, whatever you can think of)
