Backport of Allow Legacy FIPS instances to Upgrade Oauth secrets

What does this MR do and why?

Oauth tokens and applications secrets used PBKBDF2 algorithm with salt which is no longer available with FIPS 140-3 and above This commit relaxes the secret fallback by allowing older fips instances to upgrade tokens before upgrading to FIPS 140-3
