Migrate to smooth scrolling in profile page
This change migrates the auto-scrolling behavior when the user saves preferences.
It also removes an unused scrolling before showing the drawio editor.

How to set up and validate locally
- Visit User -> Edit Profile https://gdk.test:3000/-/user_settings/profile, save
- Visit any wiki, select Edit and select the diagram icon
