Add 2fa Recovery Method - Recovering via authenticator app

What does this MR do and why?

This MR updates the 2FA documentation to include information about recovering 2FA codes using authenticator apps' built-in backup and recovery features.

Currently, users who lose their device often contact support for 2FA recovery assistance, even when their authenticator app has backup capabilities they haven't enabled. This documentation update:

  1. Reduces support tickets - Educates users about authenticator-specific recovery methods before they lose access
  2. Improves self-service - Provides clear guidance on enabling backup features for common authenticators (Google Authenticator, Microsoft Authenticator, 1Password, Authy)
  3. Sets proper expectations - Clarifies that GitLab Support cannot assist with authenticator app-specific recovery issues

The documentation emphasizes that users must enable backup features before losing their device, and provides links to official documentation for each major authenticator app.
