What does this MR do and why?

Removes the DAP welcome modal feature that was used to onboard users to the redesigned GitLab UI. This modal is no longer needed and can be cleaned up.

Changes include:

  • Removes the entire dap_welcome_modal component directory and all illustration files
  • Removes SCSS file for modal styling
  • Removes the `update` callback from the Project Studio mutation
  • Updates test expectations to reflect the removal of the update function
  • Cleans up ESLint TODO entries for deleted files
