[Backport/18.4] of Fix instance bbm for mishandled nil verification token

What does this MR do and why?

Backports a bug fix to a batched background migration where corrupted data fails the migration and stops following migrations from being run. This change catches more errors, and returns a new generated token if the decryption fails. This token is only part of a HTTP header that is sent with requests.
