What does this MR do and why?

This MR adds the deleted Geo migration ee/db/geo/post_migrate/20220202101354_migrate_job_artifact_registry.rb back as a no-op migration. This migration was removed in !201735 (diffs), but left a record on the schema_versions table, which points to a migration that no longer exists on the codebase, leading to a schema inconsistency.
