Docs - Postgres Exporter - add advanced configuration options
What does this MR do?
Adds some documentation on the previously unmentioned Postgres Exporter options in this comment omnibus-gitlab#3570 (comment 190027233)
These are advanced config options - generally the defaults work out of the box but this is for those edge cases where admins need to tweak the settings.
