What does this MR do and why?

Fixes JSON table fails to display Unicode/emoji chara... (#549637) by specifically permitting gl-emoji's necessary attributes (title, data-name, data-unicode-version). This functionality broke as a result of https://gitlab.com/gitlab-org/security/gitlab/-/merge_requests/4954, causing the data- attributes to be stripped.
