What does this MR do and why?

This is part of Flaky Test Intervention - part 1 (&19643 - closed) .

In this MR, we are to quarantine groupgeo flaky specs as reported in https://gitlab.com/gitlab-org/quality/test-failure-issues/-/issues/8638

groupgeo is responsible for fixing these specs before unquarantining them or remove them if they are no longer valid.
