Fix the bug reported in Geo Primary Verification API: Checksum state fi... (#578043) and amend existing tests so that it catches it.

How to set up and validate locally

1. Enable geo_primary_verification_view feature flag.
2. Load http://localhost:3000/api/v4/admin/data_management/snippet_repository?checksum_state=succeeded
   • Notice that it loads models just fine.
3. Load http://localhost:3000/api/v4/admin/data_management/upload?checksum_state=succeeded
   • Notice that it loads models just fine too 🎉
