docs: update ci_job_artifacts to p_ci_job_artifacts in SQL examples

What does this MR do and why?

The “Migrating to object storage” section includes a SQL example that queries ci_job_artifacts. In recent GitLab versions (including 18.4), the artifacts table is partitioned as p_ci_job_artifacts. This MR updates the example to use p_ci_job_artifacts and adds a short note for older versions to keep using ci_job_artifacts.
