Add create from template button on wiki templates

What does this MR do and why?

This MR adds the ability to create a new wiki page using a template directly from the template creation area

How to set up and validate locally

  1. Checkout this branch
  2. Go to wiki templates page
  3. See the new Create from template button on the templates list page
  4. Click on it and check the behaviour, now template dropdown and content textarea has default value selected
  5. Also notice Create from template button on template details page which does the same thing as no. 4
