Make issue lists fluid width

What does this MR do and why?

  • Uses fluid width for list pages to increase available space and align with direction for board/table/list consolidation.
  • Moves labels inline when they fit given the additional space.
  • Makes iterations in list a link, mirroring milestone
  • Adjust board layout to use flex instead of inline spacing and align at the top instead of bottom
