Test: fix permissions spec

What does this MR do and why?

This test is failing quite frequently in master after upgrading chrome to 138, it seems to be related to state of the shared objects, so I will remove let_it_be_with_reload and before_all, see https://gitlab.com/gitlab-org/gitlab/-/jobs/11767405547#L933
