What does this MR do and why?

This MR reorders the wiki sidebar so that the table of contents appears at the end rather than the beginning. The error message has also been moved below the title. This ensures that both the open and close toggle button remains at the same place on smaller screens.

How to set up and validate locally

  1. Open a wiki, create or open a page
  2. Add a couple of headings to a wiki. Save.
  3. Observe the table of contents at the end of the sidebar.
