Extend Gitlab::Tracking::EventValidator to accept ProjectNamespace

What does this MR do and why?

For the new instrumentation being added for Plan stage, we prefer to make a distinction between ProjectNamespace and Group for work item related events, as work items can be scoped to projects or groups. This extension will help make our metrics unique per namespace more clear
