Update gitlab_secret-detection gem to 0.37.0

What does this MR do and why?

This MR updates gitlab_secret-detection gem to v0.37.0 which comes with rule coverage improvements for Secret Push Protection. Here are the rule additions since the v0.35.1 (current gem version):

• Add support for Azure Functions API Key
• Add support for Azure Logic App SAS
• Add support for Azure SignalR Access Key
• Add support for LangChain API Key
• Add support for Okta API Token
• Add support for Kubernetes Service Account Token
• Add support for Hashicorp Vault Service Token
• Add support for Splunk Authentication Token
• Add support for Splunk HTTP Event Collector(HEC) Token
• Add support for GCP Vertex Express Mode Key
