What does this MR do and why?

Add strong verification of dismissible banner components

  • when using callouts this will enable us to verify setup very early in the development/test process so that we can eventually get away from desiring feature specs to test the callout framework for each use.
  • simplify setup in calling.
  • companion to the alert MR: !205593 (merged)
