Remove enable_invalid_scope_error feature flag
What does this MR do and why?
This MR removes the enable_invalid_scope_error feature flag, which was added this milestone around a refactor, to add a safety net. Unfortunately, Danger bot forces us to add a changelog trailer when removing a FF, something that makes no sense to me.
The FF has been enabled in production at 8AM Oct 9 UTC, so I set this MR to only allow being merged in 24 hours. The review can be completed beforehand though.
