Move the focus to the static panel on page load

When a page loads, we want the content panel to become active so that users can scroll using their keyboard without having to first click within the panel.

How to set up and validate locally

1. Load any (long) page with the new UI enabled and the AI panel initially collapsed.
2. Try scrolling up/down using the arrow keys or the spacebar.
