What does this MR do and why?

Backport of !206527 (merged)

When a cloud-connected model was used for DAP on a self-managed instance that has self-hosted DAP service URL configured, it didn't connect to cloud-connected DAP service, but continued to connect to the self-hosted DAP service URL.

If a self-hosted model is configured for DAP, it connects to self-hosted DAP service URL. It connects to the cloud-connected DAP service URL otherwise.
