What does this MR do and why?

This MR adds documentation to https://docs.gitlab.com/user/packages/virtual_registry/maven/ for the new UI. The UI allows users to CRUD virtual registries and upstreams, test the connection of upstreams, order the list of upstreams for a given virtual registry, browse/search the cache, view cache metadata, and delete specific items from the cache. The new docs add a new section for managing the virtual registry using the UI and keeps the existing section for doing so with the API.
