Docs: add badge to feature available for admins only

What does this MR do?

According to this doc:

Custom Git hooks must be configured on the filesystem of the GitLab server. Only GitLab server administrators will be able to complete these tasks.

Therefore, it should have a **(CORE ONLY)** badge.
