Add geo_shared list components to Data Management page

What does this MR do and why?

Adds the bare bones "geo shared list components" into the Data Management page.

This merge request DOES NOT add any of the interactive functionalities for the page. This is only focused on doing the initial setup needed to build the page.

The rest of the functionalities will be incrementally added in the subsequent MRs.

How to set up and validate locally

1. Enable the geo_primary_verification_view feature flag in /rails/features.
2. Add EE license on your instance.
3. Go to /admin/data_management.
