Unquarantine Secure Licence Compliance MR test

What does this MR do?

Un-quarantines and fixes the Secure License Compliance Merge Request widget test by adding additional data to the report fixtures, allowing it to pass while the parsed_license_report feature flag is enabled.

Fix was tested locally with the feature flag on and off.

Additionally adds a couple of animation waits that may address other transient failures in those areas.
