What does this MR do and why?

This MR updates the page title to GitLab's standard "Specific - General" title format. Resolves issue #549036

How to set up and validate locally:

1. Set up GDK
2. Clone 549036-issues-page-title branch from gitlab community fork and place it inside the GDK folder
3. run the command gdk Start
4. Navigate to issue board and check the page title. The title must be in the format "{board-name} - Issue Boards"
