What does this MR do and why?
Remove non Saas instances from calling CDOT for trial duration
- add guard as this is called through the
#js-seat-usage-app
seats app and while it isn't used on non SaaS the fetching still occurs so we need to stop it. - Backporting as we need to stop more SM instances from sending errant requests to CustomersDot as it creates needless traffic that could pose a problem if it increases.
