What does this MR do and why?

  • Allow agentic chat for hybrid
  • Remove prevention for access_duo_agentic_chat

Previously, we did not want to expose the "Agentic mode (Beta)" toggle to self-hosted Duo customers until we built the capability to configure self-hosted models for Agentic chat. Until that point, Agentic chat would not function for self-hosted Duo customers, who could only use Classic Duo Chat. However, we are now allowing access to this feature.
