Update sitespeed to 11.2.0

What does this MR do?

Solves #35163 (closed)

This updates the vendored template and also the one used by ADO to use the latest 11.2.0 version of sitespeed.

While 11.2.0 is a huge leap from the older 6.3, I didn't encounter any problems generating the report during my testing.
