What does this MR do and why?

This parallelizes the 20_burndown development fixture seeder, which speeds it up on macOS (M3 Max) from ~55s to ~17s.

How to set up and validate locally

  1. Run bundle exec rake db:seed_fu FILTER=20_burndown
  2. See the duration
  3. Run the same command on master
  4. Compare the two values
