Show search page filter controls within main panel
- Complex controls in an icon-only sidebar don't work.
- With the filters moved out, the sidebar was empty.
- The sidebar component now hides itself when empty.
- Small CSS changes to adjust spacing for a sidebar-free page.

How to set up and validate locally
- Enable the "New UI" and go to
/search. - Find the filter controls now within the main panel.
- The left sidebar hides itself
- Shrink the window width. On mobile, filters are hidden by default and can be toggled visible with the existing mobile "Filters" button.
