Backfill data into merge_request_diff_files_99208b8fac

What does this MR do and why?

Backfills data from merge_request_diff_files to merge_request_diff_files_99208b8fac, and along the way:

• sets project_id where missing
• sets new_path = nil if new_path == old_path
