What does this MR do and why?

This change enables a new AI-powered feature by default. The feature is called "AI Duo Agent Fix Pipeline Button" and was previously turned off for all users, but now it will be turned on by default for everyone. This means users will automatically have access to an AI assistant that can help fix issues with their code pipelines through a button interface, without needing to manually enable the feature first.
