Draft: Backport of "Upgrade duo workflow client protocol version" to 18.2

What does this MR do and why?

What? The linked MR is being backported to 18.2. Why? Backporting this change will unblock customers using WebSocket connections and protect against future removal of the obsolete read_file tool per #567696 (comment 2748064234).

⚠️ I used Duo to generate this based on Halil's GitLab 18.3 backport but have not taken the time to perform any verification of these changes in my local environment.
