What does this MR do and why?

Ensure text editor overlaps confidentiality warnings. There is one edge case where dark mode is turned on and a user uploads a file where there are z-index issues.

How to set up and validate locally

  1. Check out this branch
  2. Ensure you are using dark mode in the GDK
  3. Visit a confidential work item
  4. add an attachment to a comment
  5. The disclaimer at the bottom of the editor about the file being accessible via its URL will be correctly overlapped by the editor itself.
