What does this MR do and why?

Applies some suggestions as per https://gitlab.com/gitlab-com/gl-security/product-security/appsec/sast-custom-rules/-/issues/86+:

  1. AppSec's SAST automation should not run on Draft MRs.
  2. Applies AppSecWorkTypeTriageRotation and Application Security Team to the bot's message for ease of tracking.
