Fix work item sidebar height
What does this MR do and why?
To ensure that the bottom of the work item attributes panel can be scrolled into view, the work item sidebar attribute wrapper needs to be 24px shorter when shown in a paneled view, to account for spacing between panels.

- Check out this branch
- Visit a work item with the paneled view turned on
- Scroll all the way to the bottom of the page and scroll the work item sidebar all the way to the bottom
- You will be able to see all of the "Participants" section in the sidebar.
