Productivity Analytics: Fix date manipulation bug

What does this MR do?

This MR cleans up the date manipulation of the transformScatterData method by removing the date manipulation entirely and simply passing mergedAtDate to the necessary utility function.

This is behind the productivity_analytics feature flag.
