Fix issue trying to edit weight with collapsed sidebar as guest

What does this MR do?
Steps to reproduce the issue:
- As guest, view issue with sidebar collapsed
- Click on weight on collapsed sidebar
- Expand sidebar
- Weight field is displayed
This MR prevents the weight field from displaying is this use case.
