Revert "Merge branch 'remove-depend_on_persistent_pipeline_ref-feature-flag' into 'master'"
What does this MR do?
This answers the: #36154 (comment 247249710).
We can have a ~performance regression due to ref creation. It is the safest to bring the feature flag, but make it on by default to retain compatibility and disable it if needed.
