What does this MR do and why?

Applies the same container used on work item details when shown in a drawer or modal to work item details shown in a panel.

How to set up and validate locally

  1. Ensure the "New UI" toggle is on in the GDK
  2. Navigate to a work item that has children
  3. Click to open a child in the side panel
  4. Horizontally resize your viewport
  5. You should see that the left work item and right work item have the same responsive behavior
