Pass sentry error title, description and link (unstyled) to newly created issue

What does this MR do?

Prefills the title and description to create a new issue from the Sentry Erorr details page.

NOTE: This is completely un-styled, that will be done in the following issue: #36542 (closed) This includes:

• Formatting dates
• Taking care of singular/plural User(s) Event(s) depending on number
